- Setting, maintaining, and enforcing workplace safety at all times by ensuring all field staff are using all required personal protective equipment and clothing (PPE&C) and key event prevention tools are in place.
- Ensuring CNL’s environmental expectations are integrated into job task planning and are maintained at project job sites.
- Acting as CNL Contract Representative (CCR) on behalf of the contract team for field activities and the associated Scope of Work (SOW) deliverables.
- Assisting in preparation of contract documents and contractor selection. Ensure that all data pertaining to hazard issues such as asbestos and the rules on hiring contractors to perform such work at CRL is included.
- Assisting the contract team in the development of work control requirements for external and internal resources needed to support the safe execution for the SOW.
- Acting as field SME contributor with identifying the required CNL orientations/training courses needed for the SOW.
- Assisting with identifying the required CNL security clearances for the SOW.
- Acting as field SME contributor in identifying the contractors’ qualifications, certifications, and safety training records (QCSTR) needed for the SOW. Based on the project/contract’s Review Matrix (RMX) review and accept the applicable QCSTR related to the field work being performed and perform owner surveillance for continued compliance. (Note: acceptance of professional/technical qualification and certificates are excluded, for example, and engineers, inspector or from personnel performing tests associated design/technical specifications).
- Verification of all onsite equipment maintenance records, certifications and ensure owner equipment surveillance program meet requirements, and perform snapshot audits to ensure continued compliance.
- Demonstrating CNL’s due diligence through maintaining a daily logbook and keeping electronic records throughout the lifecycle of each project.
- Acting on behalf of CNL Project Manager (PM) or other CNL staff with independent verification of submitted contract partners field staff timesheets. Support CNL procurement audits / investigations with respect to contract partners invoices.
- Coordinating and supervise work to be done by internal resources and / or arrange for procurement of required materials.
- Monitoring work progress and report to project and contract team and line management regularly.
- Assessing work scope completion upon receipt of contractor invoices and accruals and provide relevant feedback to project/contract team.
- Identifying or initiate potential contract changes or field modification to the SOW using the established Change Control process for the project/contract.
- Managing/monitoring field changes or modifications to the work scope using the Change Control process.
- Ensuring relevant regulatory authorities and other agencies requirements are being met (CNSC, TSSA, ESA, Canadian Welding Bureau, etc.) through the SOW, design requirement and the contract.
- Ensuring all materials, tools and equipment being reallocated on or from site is controlled as per the relevant procedures.
- Acting as CNL’s field subject matter expert to liaison with contract partners for issues relating to the construction process for construction projects within their assigned section.
- Providing subject matter expert support with establishing construction requirements during both procurement and construction activity phases.
- Assisting in Quality Assurance duties.
- Tasked with preparing, reviewing and approving of the Construction Initiation Request (CIR), Construction Implementation Plan (CIP), Construction Package Checklist (CPC), Construction Work Package (CWP), Construction Completion Assurance (CCA), and Construction Turnover Record (CTOR) throughout all phases of a project.
- As required, accepting Area Owner and/or Job Supervisor role (from a CNL perspective) to safely maintain schedule and avoid CNL cost delays on a project.
- Coordination with facility owners and department executives to facilitate work.
- Providing oversight on multiple projects simultaneously, ensuring all are maintaining the SOW. Provide independent oversight for Director of Construction to ensure that all phases of projects are meeting FSM program requirements.
- Providing field construction SMEs to inspect, evaluate contract partners workmanship meets contractual requirements and CNL value for money expectations are being met.
- Ensuring that the required quality of work is achieved and documented.
- Acting as the PM’s SPOC to coordinate all issues pertaining to the disposal of wastes generated by the project.
- Acting as the Construction Manager’s delegate and attend construction meetings along with minutes, as required.
- Preparing ImpAct submissions, and participate in event investigations or root cause determinations, as required.
- Maintaining a flexible work schedule that may include work outside of normal hours.
- Ensuring that required contractor pre-job briefings are conducted with the contractor’s work crew with respect to safety compliance and that all historical documentation is appropriate and available, and that hazard assessments are completed. The position ensures that all necessary documentation has been obtained for each project.
- Required to undergo additional training appropriate to the position, (e.g. computers, quality assurance, and applicable codes, supervisory and team building skills).
- General knowledge and understanding of all current applicable company regulations, safety regulations procedures and collective agreements.
What we are looking for:
- Successful completion of a recognized apprenticeship in one or more relevant building trades with a minimum of ten years pertinent experience in the ICI construction industry.
- Demonstration of experience in a specialized skill set relevant to the ICI construction industry with a minimum of ten years pertinent experience.
- Graduation from an Institute of Technology with a minimum of six years’ experience in the field of construction.
- Five years’ experience as a field supervisor
- Develop, establish, implement, and promote safe work practices and an excellent safety culture.
- Exhibit excellent supervisory due diligence through regular and constant recorded and documented evidence.
- Exhibit supervisory leadership and interpersonal skills and be able to work effectively with others.
- Ability to communicate effectively both verbally and in writing.
- Provide leadership, mentoring, coaching and setting clear expectations to all peers, contract partners, and other staff within the construction field environment.
- Exhibit ability to read, understand and interpret design documents, technical specifications, contract condition documents and complex construction drawings.
- Provide independent evaluation and audit field execution progress compared to reported project earned value.
- A good knowledge and literacy of computer-based applications and software related to word processing, spreadsheet, scheduling and other software application/programs.
- In-depth knowledge of the National Building Code, Canada Labour Code, Canadian Electrical Code, and Ontario OH&S Act & Regulations for Construction Projects, and other codes pertaining to life safety such as Ontario Regulations dealing with hazardous products such as asbestos containing materials.
- General knowledge of construction management software systems such as MS Project, or other applicable programs.
- General knowledge of quality assurance and quality check/surveillance of construction activities and installation relevant to design, technical specifications, codes and standards.
- In-depth knowledge of construction/project management, construction supervision due diligence and construction industry safety.
- Extensive experience in the specialized skill set relevant to the ICI construction industry they are associated with or employed under.
