Learn more about our in our .Project Overview:Bechtel Infrastructure, along with key sub-vendors Bantrel and Comtech, have been appointed as the Delivery Partner (DP) within an Integrated Project Team (IPT) comprising the customer, Metrolinx, and its Technical Advisor (TA) for the Ontario Line Subway (OLS) Project. The OLS Project scope includes the design build, operation, and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being delivered through major Public Private Partnership (P3) contracts and multiple Early and Advanced Works (EAW) contracts. The OLS Project is planned to open for revenue service in 2031. The DP team forms a key part of the overall leadership of the OLS Project.The Joint Corridor section of the Ontario Line Subway project includes worksites at Don Yard (470 Lake Shore Blvd) and within the Kingston Subdivision from Eastern Avenue to Gerrard Street (388 Carlaw Avenue). This role is site based and the successful candidate will be expected to work fulltime at the 388 Carlaw Avenue project office.Job Summary:The Estimator will be responsible to provide cost estimating service for the Progressive Design Build Elevated Guideway and Stations contract on the Ontario Line. This estimating position will prepare and review target price development from the contractor and work throughout the target price development phase on the final estimate. Post target price development phase, the estimator will provide estimates for changed scope, claims analysis and independent validation of information coming from the Ontario Line contractors. The ideal candidate will have the right to live and work in Canada and current or previous experience developing estimates on large infrastructure projects. #LI-NP1Major Responsibilities:The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions specific to the progressive design build contracts:
- Check and analysis the Contractor estimates and provide feedback.
- Perform estimation operations like quantity takeoff, develop estimate, compare, and analyze subtrade quotes.
- Reviews design scope criteria and quantities for completeness and reasonableness, and coordinates with the project to develop additional estimating basis when information is incomplete. Suggests alternatives when appropriate.
- Allocates indirect costs and fee to owner pay items when required.
- Performs and reviews escalation calculations for estimates of complex jobs.
- Identifies ways to mitigate risk. Assesses the uncertainties associated with productivity, material pricing, wage rates and quantity variation.
- Supports development of estimating standards and procedures.
- Prepares cost studies utilizing historical data, statistical analysis and cost and quantity comparisons. Develops new techniques as required to meet specific needs.
- Participates in and contributes to Value Engineering studies.
Education and Experience Requirements:
- Requires bachelor’s degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge, Skills, and Abilities:
- 7-10 years of proven experience as an estimator in large-scale infrastructure projects, with specific experience in rail or LRT projects preferred.
- Strong understanding of construction processes, costs, and engineering principles.
- Ability to read and interpret construction plans and contract terms.
- Excellent analytical skills with attention to detail.
- Superior communication and negotiation skills.
- Knowledge in the use of technology for executing work processes. Proficient in Microsoft and estimating software applications currently being used by Project (Word, Excel, Access, PowerPoint, HCSS, InEight).
- Understanding of Estimating core processes and procedures.
- Experience in EPC estimating practices and methods, including demonstrated ability to organize, direct, perform, review and present cost estimating products with a minimum of supervision.
- Thorough understanding of cost index and escalation projections.
- Proficient in Lump Sum and Design Build estimates for competitive bid projects.
- Understanding charging practices, the relevant commercial influences (i.e., insurance, taxes, etc.) and the relationship of charging practices to commercial terms, invoicing and profitability.
- Understanding risk, where risk can exist, factors contributing to risk, risk management and categorization, and terms in risk management.
