  • Supporting various types of cost estimates (program, feasibility, pre-design, and final estimates as well as major change order estimates for decommissioning, environmental remediation, property restoration, and facility operations).
  • Creating cost breakdown documents and detailed quantity surveys from analysis of technical scope, contract drawings, and/or specifications.
  • Contributing to the development and maintenance of a cost-estimating database and tools to capture project history.
  • Preparing basis of estimate documentation for inclusion into reports.
  • Facilitating workshops and training sessions to develop a common understanding and knowledge of cost-estimating processes, procedures, software, and tools.
  • Maintaining comprehensive and current construction/decommissioning cost data based on historical costs, market research, and indices.
  • Providing cost information to the Project Teams for inclusion into budgets, schedules, and cash flows.
  • Interacting with Project Control Coordinators, Project Managers, Leaders, Project Engineers, Contract Administrators and
  • Decommissioning Project Staff, external agencies, consultants, and suppliers to obtain facts and cost information pertinent to the performance of the estimating work.
  • Reviewing and commenting on third-party cost estimates to ensure accuracy, comprehensiveness, and consistency with estimating guidelines and procedures.
  • Assessing and evaluating the estimating process, procedures, and tools and making recommendations for improvement.
  • Providing cost estimating guidance during all phases of the project and construction/deconstruction work.
  • Making presentations to project teams on estimating procedures, tools, and techniques.
  • Maintaining files and records of work.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
  • Graduation from a community college, preferably related to construction, mechanical, electrical or civil engineering disciplines or a certified trade.
  • Enrolled in a professional certification or accreditation program with the Ontario Institute of Quantity Surveyors, American Association of Cost Engineers or American Society of Professional Estimators is preferred.
  • Experience
  • Experience in projects related to decommissioning, facility construction/deconstruction, and environmental restoration would be advantageous.
  • Knowledge, Skills & Abilities
  • Excellent communication, (oral and written) skills.
  • Good organizational and problem-solving skills.
  • Computer literate with good knowledge and understanding of computer-based project management and/or estimating software such as Primavera P6 or Timberline, electronic spreadsheets, cost database management, and other related computer applications such as Power BI and InEight.
  • Good judgment and initiative in collecting, integrating, and analyzing information.
  • Ability to think strategically and understand project scope.
  • Ability to work under pressure of deadlines.
  • A good understanding of the estimate requirements for each class of estimate.
  • Must be able to read and understand construction drawings and contract documents.
  • Good knowledge of construction practices and mechanical, electrical, architectural, or structural design.
  • Security Clearance Eligibility Required
  • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.
