Currently involved in some of Canada’s largest infrastructure projects, ACCIONA delivers solutions that contribute to the economic and social progress of the communities in which it operates.The Senior Estimator will review project plans and specifications, perform site visits, and use evaluating methods to establish the construction cost for some of the industry’s most challenging projects. Using detailed construction analysis and historical costs, the estimator will prepare comprehensive cost estimates and supporting data (schedules, material and subcontract price comparison, rate build-up, etc.) for direct and indirect costs to accurately determine the cost of construction.Job DescriptionResponsibilities

  • Prepare Order of Magnitude (OOM) Budgets based on Reference/Indicative Documents.
  • Set-up Cost Work Break-Down Structures (WBS) for complex heavy civil/transportation projects.
  • Responsible for taking-off quantities required for the project: monthly progress reports, budget forecasts, purchases, variations, etc.
  • Track changes to the design and/or construction work and adjust budget projections accordingly.
  • Develop direct cost estimates based on project specifications, drawings and addenda.
  • Prepare general accounts/indirect cost estimates.
  • Develop cost unit rates from basic principles by making use of labour, equipment and material resources.
  • Generate Labour unit rates in complianc_e with the labour wage requirements of project locations.
  • Prepare and update complete construction budgets as projects design progresses.
  • Performing risk, value management and cost control.
  • Prepare construction budget review presentations for management with the support of the Estimator Team
  • Coordinate and lead Estimating Working Group meetings with CJV partners.
  • Generate alternate price for value engineering scope elements for the projects.
  • Prepare tender summary sheets and cash flows.
  • Participate in design workshops during the project’s design development in order to provide cost/construction input.
  • Review and incorporate into estimate design deliverables from consultants.
  • Source, liaise with and manage best value subcontractors and suppliers, collaborating with the Procurement team.
  • Identify and set-up subcontractors/vendor’s packages for the procurement team.
  • Prepare procurement packages that include specifications, drawings, BoQ’s for the procurement team.
  • Analyze subcontractors/vendors quotes and prepare comparison sheets and update estimate based on analyzed pricing received from the local market. Ensure bid bond, insurance and other required documents are in place.
  • Organize and prepare bid close documents.
  • Provide assessment of estimating accuracy and prepare relevant analyses.
  • Research historical data (purchase orders, subcontracts, productivity analysis reports, etc.) and compile summary reports to develop guidelines and precedence for future estimates.

Required Skills and Competencies

  • Demonstrated related experience; large project ($300M+ ) experience is a plus.
  • A Bachelor’s degree in Civil Engineering, Construction Management or a related field
  • Working knowledge of estimating software such as Candy, HeavyBid, Bid2Win, Chief Estimator, etc.
  • Use of CAD, digital take off programs and a strong Proficiency in Microsoft Office an advantage.
  • Experience in creating preliminary construction schedules.
  • Experience in working in multi joint venture environment.
  • Comfortable working in a disciplined and challenging environment.
  • Excellent technical, organizational, and planning skills.
  • Strong interpersonal, relationship building, communication and negotiation skills are A solid attention to detail and ability to be a problem solver.
  • The ability to work independently or as a member of a team.
  • Ability to work on large ($500+million) project estimates, with proven time management skills.
  • A strong work ethic to complete tasks in a high quality manner.
  • Working knowledge of On-Screen Take-Off (OST), etc.
  • General knowledge of estimating techniques, cost control and material pricing required.
  • Ability to calculate mathematical extensions, read and understand engineering drawings, purchase orders, contracts, cost coding systems, etc. is essential.
  • Ability to assume responsibility and to interface and communicate effectively with others, have strong interpersonal skills and be self-motivated.

Required Skills and Competencies

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
  • 8+ years of experience in heavy civil works project estimation.
  • In-depth knowledge of construction methods, materials, and equipment.
