Reporting to the Senior Manager, Civic Building Projects, you are responsible for the delivery of a portfolio of civic building projects, predominantly focusing on tenant improvements, from schematic design to post construction including vendor selection and management of design and construction phases.This is a leadership position that oversees multiple project teams including the work of internal project staff, architectural and engineering consultants, and contractors. You will be responsible to prepare terms of reference for design and construction proposals from external consultants and contractors; evaluate and select proposals for major projects; review and approve architectural and engineering design and work performed by consultants and ensure conformance of contractor’s work to project’s scope, city standards and specifications. You will prepare and review specifications, cost estimates, plans and contract documents related to design and construction of major civic building projects and renovations and repairs of major facilities; conduct field inspections; monitor and evaluate the work of project team subordinates, consultants, and contractors; review and approve change orders; lead and resolve contract disputes. Furthermore, you will prepare complex technical reports for Committees and Council and are responsible for establishing and monitoring project scopes, schedules and budgets and reporting on these metrics to senior management and lead the City’s departments in matters pertaining to agreements between the City, consultants and contractors (e.g. CCDC, etc.). Performs related work as required.Qualifications include a degree in Architecture or Engineering, and a minimum of 10 years relevant experience in managing design and construction of large-scale facility projects and tenant improvements in a leadership role and/or an equivalent combination of education, training, and experience. The role requires thorough knowledge of architectural design, space and facility planning, engineering and construction principles and practices, as well as BC Building Code, the rules, regulations, and policies governing the construction industry; and Project Management Body of Knowledge (PMBOK) guidelines and standards. Requires the ability to direct the design and construction of a variety of civic buildings and facilities; act as project manager; oversee, schedule and direct the work of project staff, architectural and engineering consultants, and contractors; establish and maintain effective working relationships with a wide variety of internal, external and a variety of stakeholder contacts; work independently and within a team environment; problem solve; communicate effectively orally and in writing; establish priorities and accomplish objectives in a timely manner; lead and resolve contract disputes. The role also requires skill in the use of various software applications such as MS Office, Enterprise Resource Planning (ERP) and Project Management software.
