Job description: DIRECT HIRE: Seeking an experienced Estimator III for an opportunity in the Portland, OR. area. As Estimator III, you will oversee, manage, and accomplish the completion of estimates for assigned projects. This includes the oversight of Estimator(s) and Procurement Specialist in support of assigned projects. As Estimator III, you will review specifications, proposals, drawings and other documentation to prepare detailed cost estimates for ship repair and other marine and non-marine related projects.Pay Range: $90K – $117K

  • Accomplish responsibilities of Estimator III on assigned projects
  • Oversee completion of any specified Technical Proposals and/or required submittals
  • Oversee all communications with Vessel Owner and/or Owner’s Naval Architect
  • Oversee participation in any required bidder’s conferences and/or ship checks
  • Oversee completion of Master Estimate and Bid Summary Sheet
  • Oversee bid reviews and modify estimate based on bid review comments
  • Identify and communicate all estimate special requirements and/or problem areas
  • Identify and communicate all required bonding/security requirements
  • Thoroughly review customer specifications, drawings, and technical data
  • Develop detailed itemized listing of required work tasks based on above review
  • Produce labor, material, and subcontractor price estimates for required work
  • Maintain thorough understanding of applicable Regulatory Body requirements
  • Produce craft hours and/or subcontractor hour estimates on designated projects
  • Develop long lead and critical material list where required
  • Prepare estimates for Change Orders on new and existing projects
  • Develop craft labor budgets used for planning and scheduling of the work
  • Analyzes subcontractor quotes to determine best alternative
  • Compare subcontractor and in-house quotes in order to formulate “make-or-buy” decisions
  • Work with Project Management to develop repair or new-build production strategy
  • Perform compilation and turnover of bid package to Project Management
  • Analyze work sequencing and durations in order to produce project production schedule
  • Utilize historical cost data where possible in order to develop accurate bid standards
  • Research and develops new cost standards for new work where no historical data exists
  • Identifies and resolves ambiguities/inconsistencies in specifications or bid packages
  • Research and utilize more efficient production processes in estimate where applicable

JOB SCOPE: Operates within general parameters but must use sound judgment and decision-making while exercising daily job responsibilities. The individual will normally handle any contentious issues resulting from interacting with Customers, subcontractors, or other Company employees. Issues that cannot be resolved at the Senior Estimator level are elevated to the Estimating Department Manager. Has the ability to identify and propose changes to existing department procedures, but must obtain approval of their supervisor prior to implementing any changes. Failure to carry out assigned duties with regard to preparation of timely and accurate estimates will directly affect the success of the Company estimating effort.SUPERVISORY RESPONSIBILITY: As Estimator III, provides oversight of the Estimators and Procurement Specialist that are providing support for their assigned estimate project.CERTIFICATES, LICENSES AND REGISTRATIONS: None requiredINTERPERSONAL CONTACTS:The role reports to the Estimating Department Manager, and works directly with the Customers and company Estimators and Procurement Specialists on a daily basis. Also works with a wide range of Company managers and supervisors to integrate applicable management requirements and production processes into bid estimate. KNOWLEDGE SKILLS AND ABILITIES:

EDUCATION AND/OR EXPERIENCE:

  • Degree in marine engineering or college course work in math, physics, and/or engineering, with multi-discipline experience preferred
  • Minimum 10 years of experience in the maritime industry
  • He/she must have experience with cost/price analysis, bid analysis and market analysis
  • Experience with FAR and DCAA requirements helpful along with their application to the bid/estimating process

PHYSICAL DEMANDS: Physical demands for this position include the operation of various office machines, including a personal computer and printer. Additional physical demands include visits to marine vessels and non-marine industrial facilities to inspect intended worksite. Travel required within North American, with possible overseas travel required as well. Operating of a motor vehicle and a valid driver’s license required. The role requires working extended hours, including weekends, holidays and evenings, to perform assigned duties.
