  • Provides planning expertise within the Construction Management Office, and support to the OnCorr Project Delivery Teams, Technical Management Office, Maintenance and Operations, and the Rail Corridor Access Control Teams to coordinate rail corridor and site access, review of work plan methodology submissions and related safety documentation and permits.
  • Coordinate work plans reviews, design reviews, construction reviews and any program deliverable reviews
  • Facilitates running the Integrated Route Planning for OnCorr construction work access and logistics, and coordinates with Metrolinx, Third Party, and OnCorr departments/stakeholders for executing in field work package plans
  • Understand integrated construction planning and construction interface, to raise concerns in a timely manner, deconflict works, and identify optimized work overlap, to minimize program slippage
  • Facilitates for others to undertake, suitable inspections/audits for the project works being managed in regard to safety, quality, environment, engineering/design compliance, functionality and commissioning.
  • Liaises with stakeholders to understand clients’ needs and provide effective results aligned with overall service delivery
  • Follow-up on and keep track on Metrolinx staff and consultants on different tasks related to the review of various components of the plans, sub-plans and reports prepared and submitted by the contractor.
  • Participates on comment resolution meetings with contractor and SMEs to facilitate an early resolution of key issues.
  • Leads the development and implementation of appropriate processes, procedures, and measures to ensure that all safety, regulatory and legal requirements related to the areas of responsibility are fulfilled.
  • Reviews project progress and compliance against Project Agreement requirements, identifies deficiencies and opportunities, and recommends solutions. Helps ensure that projects within the OnCorr program are implemented consistently, efficiently, safely, and in a coordinated manner

What Skills and Qualifications Do I Need?

  • Completion of a university degree in Architecture or Engineering – or a combination of relevant education, training and experience deemed equivalent.
  • PMP designation would be considered an asset.
  • Demonstrated experience in managing projects involving the planning, design, construction, and commissioning in an operating Railway environment or similar environment.
  • Demonstrated project management skills and experience to manage multiple complex, project elements under pressure to meet schedule, budget, and quality requirements.
  • Ability to work collaboratively with internal and external Stakeholders.
  • Excellent oral, written/presentation, and interpersonal skills, with demonstrated success working effectively and collaboratively in a large, integrated, matrix team environment.
  • Knowledge of P3/AFP contracts, consulting/construction contract law, the Occupational Health & Safety Act, and construction standards and procedures applicable to working in an operating Railway environment.

Your goal in this position is to actively engage in the implementation of planning and redevelopment projects, which vary from small renovation projects to large scale redevelopments. You will support project management processes and coordinate and oversee multiple projects in a timely and effective manner through all phases of a project, including feasibility, planning, design, implementation to completion, ensuring all stakeholders involved are well informed throughout the process. You may be working in support of a Project Manager or independently, as project complexity dictates. You have strong organizational, time-management and negotiation skills. You also have excellent verbal and written communication skills. You have the ability to multi-task, deal with change and to coordinate resources. You have attention to detail. This position supports the Hospital’s academic mandate by advancing care through teaching and learning and/or transforming care through research and innovation. This position contributes to the shared responsibility of ensuring health and safety policies are followed to provide for a healthy environment for patients, staff, physicians, volunteers and families.On a practical level, you will

  • Coordinate meetings with departments and take a leadership role reviewing and discussing potential renovation and new construction projects
  • Provide direction, advice and guidance on renovations and new construction projects, listen and take minutes at meetings, asking questions to fully understand the need and to capture the smallest of details.
  • Draw space plans in detail and list project requirements
  • Review renovation and construction plans with departments until the design is right and approvals are given
  • Review potential projects with all stakeholders, assessing project scope, schedule, budget and risks
  • Determine who’s suitable and most economical for the job (staff, contractors, or a combination of both)
  • Fill out renovation budget estimate forms’ showing total costs and work breakdowns by trades, which are then forwarded to the Manager, Redevelopment
  • Coordinate multiple Projects through different phases, including planning, design, procurement, construction, and occupancy planning
  • Coordinate communication with external and internal project stakeholders, including but not limited to: consultants, contractors, clinical user groups, Infection Prevention and Control (IPAC), support services, security
  • Inform department heads, facilities and IPAC when projects receive approval; re-confirm the plan and design of the space, and infection control parameters
  • Prepare work schedules outlining steps and processes to get the renovations started and completed
  • Coordinate timelines with contractors and internal staff in consultation with Project Managers and the Manager, Redevelopment
  • Coordinate process for RFPs, which includes writing and reviewing submissions, documentation and award contracts with Ontario Health (OH), Ministry Of Health (MOH), Ministry of Long-Term Care (MLTC), and City of Toronto, in consultation with the Project Manages and the Manager, Redevelopment
  • Discuss implementation plans with department heads, establish project completion dates, and provide updates throughout the project
  • Review renovations daily to ensure work is progressing according to schedule and areas are safe and clean. Coordinate the final cleaning of space with Environmental Services and inform them of impending moves
  • Order new signage and/or make adjustments to existing signage
  • Upon completion, review space, note deficiencies, and have them resolved quickly
  • Maintain reports and databases related to project activity and reporting
  • Perform inspections throughout both sites assessing service work and potential renovation areas. Conduct quality assurance audits and write department policies and procedures
  • Prepare and manage purchase requisitions, invoices and signoffs for required project documents
  • Contact person for new signage requests and revisions to existing (wayfinding, department, and office)
  • Other duties as assigned

Qualifications

  • Degree or diploma in architecture, engineering, engineering technology, or construction management, or equivalent experience
  • Project Management Professional designation or equivalent experience an asset
  • Experience in healthcare construction, infection prevention and control during construction, and occupational health & safety
  • Bilingualism in French/English an asset
