  • Producing M&E cost estimates for major infrastructure construction projects from feasibility/concept design up to detailed design (pre-tender estimates).
  • Providing M&E associated costings of options as part of project Optioneering stages
  • Providing M&E cost reconciliation cost estimates including associated justification to be presented to project clients and key stakeholders.
  • Engaging in value engineering workshops to identify the cost savings and optimum solutions available for the client.
  • Development, validation, and control of the Target Price within an Integrated Project Team
  • Participating in probabilistic risk assessment workshops to calculate contingency provisions e.g., Quantitative Risk Assessments (QRA)
  • Providing client advice on capital and operational expenditure (OPEX) element of the project (e.g., operation and maintenance, life cycle cost, whole life costs, etc.)
  • Producing cost benchmark for validation and target-setting on major infrastructure projects.
  • Actively interfacing with project clients, key stakeholders, contractors, and consultants (engineering, etc.) during all project stages.
  • Working in close collaboration with high performing project teams to ensure expectations are managed adequately and clients’ goals are achieved.

Qualifications

  • Proficient in reading and understanding M&E specifications, Single-Line Drawings and Schematic Drawings.
  • Ability to perform sense checks on quantity take-offs.
  • Experience with contacting suppliers and subcontractors to obtain current market prices for materials, equipment, and systems.
  • Experienced in cost/claims negotiations with (sub)contractors or working for a General Contractor not essential but a bonus.
  • Experience working as a M&E estimator in the aviation sector not essential but a bonus.
  • Experience in developing, validating, and controlling Target Price within a collaborative environment a bonus.
  • Quantity Surveying / Civil Engineering / Construction Management Degree and/or M&E Certification or equivalent
  • Minimum of 7 years’ experience in cost estimating positions across pre-contract/post-contract phases of infrastructure projects
  • Membership of professional organisations is a bonus (e.g., CIQS / RICS / AACE)
  • Knowledge and proficiency with estimating software used on major civil engineering projects.

  • Define roles and reporting structure within MEP team to ensure M&E deficiencies are addressed and closed.
  • Plan the mechanical and electrical components of a construction project and ensure applicable activities fit within the overall project framework
  • Chair project M&E meetings, determining the status of the job in terms of scheduling and costing and solve complex technical issues
  • Monitor a project’s material and labour costs for mechanical and electrical components and assure accurate quality reporting is being conducted

  • · Conduct regular project walkthroughs with MEP staff to ensure work proceeds in accordance with contract documents, coordination drawings, and approved submittals.
  • · Conduct Quality Control (QC) inspections to ensure installations are per contract documents and in accordance with approved shop drawings.
  • · Identify and inform field staff of difficult installation requirements in sufficient time to allow for proper planning and execution.
  • · Manage and secure municipal and agency documentation required for temporary certificates of information and system operation.
  • · Create and implement the quality control plan with Superintendent.
  • · Other activities, duties, and responsibilities as assigned.

  • Administering a variety of contracts and master service agreements in accordance with project objectives and policies for the entire project lifecycle.
  • Attending site visits when under construction sometimes travelling outside the GTA area in Ontario and Other Provinces around Canada.
  • Sound knowledge of Ontario Legislation with respect to Health & Safety
  • Oversee and manage the transfer of the building operations to the client including all close out documentation and warranties.
  • Administering and coordinating project closeout documentation
