City of Toronto considers five-year ban for general contractor overbilling accusations

**Title: Duron Ontario Ltd. Facing Possible 5-Year Ban from City of Toronto Contracts**

Duron Ontario Ltd., a Mississauga-based general contractor, is currently under investigation for alleged overbilling on refurbishment work for municipal buildings in Toronto. The city’s general government committee has approved a four-month extension to Duron’s current 6-month suspension to further investigate these claims, potentially resulting in a five-year ban from bidding on City of Toronto contracts.

The investigation began in September 2023 after city staff noticed discrepancies in the cost of Duron’s work. An audit conducted by the city and KPMG revealed evidence indicating that the company had overbilled. Duron’s legal team, led by Sabrina Waraich and Jonathan Frastaglio, defended the company in front of the committee, arguing that a prolonged suspension would cause harm to the company and its employees, leading to job losses.

Frastaglio explained that the overbilling was the result of actions by a few rogue employees, and Duron has taken full responsibility for the issue. The company has terminated the involved employees, implemented new policies to prevent similar occurrences in the future, and offered to repay the overbilled amount, which is less than 1% of the contract value under investigation.

Although the city initially proposed a five-year suspension for Duron, the committee granted a four-month extension for further review, with a decision expected in Q1 2025. Duron is already serving a 6-month suspension for breaching the City’s Supplier Code of Conduct. Geneviève Sharkey, the city’s chief procurement officer, emphasized the importance of accountability and fair procurement practices in a report.

Despite the current challenges, Duron has a history of working on significant government projects in Toronto, such as renovations at Union Station. The company is determined to rectify the situation, ensure compliance with regulations, and continue delivering quality construction services to its clients. It remains to be seen how the investigation will conclude and what implications it will have on Duron’s future in the City of Toronto construction sector.
